           Samuel Bailey, Jr., Esquire

          A Graduate of Rutgers School of Law and member of the District of Columbia Bar, Mr. Bailey has twenty years of experience in the areas of government contracts, commercial trade and litigation, corporate law, taxation and international trade.

          Some of the countries in which he has provided counsel on commercial transactions include the U.S., Brazil, Russia, Germany, Peru, South Africa, Lesotho, Ivory Coast, Jamaica, Barbados, St. Maartin and other Caribbean countries.

          Mr. Bailey has lectured on international trade for the Congressional Black Caucus, various trade organizations and has taught courses in International Business at the American University.

          In addition, Mr. Bailey has served at the United States International Trade Commission as a legal advisor on the investigations of unfair import practices providing legal decisions and recommendations on national and international trade policies and practices.  He has also served at the Commodity Future Trading Commission where he was appointed to a Precious Metal Task Force responsible for investigating and litigating lawful offers and sales of futures and options under the Commodity Exchange Act for agriculture and precious metal commodities throughout the world.

          Mr. Bailey has, in addition, consulted with the International Finance Corporation, the US Department of Agriculture, the Agency for International Development and the U.S. as well as Caribbean Chambers of Commerce.
